Minnesota Clean Water, Land & Legacy Amendment Grants 2026: Conservation Funding That Doesn’t Disappear
The Minnesota Legacy Amendment — approved by voters and renewed with constitutional dedication — funds conservation, habitat restoration, and clean water projects across Minnesota every year. Here’s how your land or project can qualify for Legacy funding in 2026.

The Minnesota Clean Water, Land & Legacy Amendment is a constitutional amendment approved by Minnesota voters in 2008 that dedicates a portion of the state sales tax to conservation, outdoor heritage, clean water, arts, and cultural heritage — permanently and automatically, without requiring annual legislative appropriation battles. This makes Legacy one of the most reliable and consistent conservation funding sources in the nation.
For landowners, land trusts, municipalities, and conservation organizations, Legacy funding flows through multiple channels — most importantly the Outdoor Heritage Fund (OHF) administered by the Lessard-Sams Outdoor Heritage Council (LSOHC). In fiscal year 2025-2026, the Outdoor Heritage Fund alone distributed over $100 million across Minnesota conservation projects.
💡 The Legacy funding reality most people don’t know: Legacy funds flow primarily through partner organizations — land trusts, watershed districts, county government, and conservation groups — who then contract with private landowners and vendors to implement on-the-ground work. Aspen Land Management regularly works as a subcontractor on Legacy-funded projects. If your land is being considered for a Legacy acquisition or restoration project, we can be part of the implementation team.

- Projects without measurable ecological outcomes
- Duplicate work already funded by other programs
🔑 Key insight: As a private landowner, you typically access Legacy funding indirectly — through a land trust, watershed district, or conservation organization that sponsors a project on or adjacent to your land. The most effective strategy is to identify which conservation organization is active in your area and approach them about a potential Legacy project that includes your property. Aspen Land Management can help connect you with the right partners.
How to Access Legacy Funding in 2026: Your Pathway
Identify Your Conservation Partners
Land trusts (Minnesota Land Trust, Great Lakes Indian Fish & Wildlife Commission, county land departments) are Legacy grant recipients who can sponsor your project.
Assess Your Land’s Conservation Value
Legacy prioritizes high-ecological-value land. Aspen Land Management can help prepare a land assessment showing your property’s habitat potential to present to conservation partners.
Partner Organization Submits to LSOHC
Your conservation partner submits a Legacy funding proposal to LSOHC (October deadline for Outdoor Heritage Fund). Projects are scored on ecological impact and leverage ratio.
Legislative Appropriation
The Minnesota Legislature appropriates Legacy funds based on LSOHC recommendations each spring. Funded projects receive contracts in the summer/fall.
On-the-Ground Implementation
Aspen Land Management performs the restoration work as a contracted implementer — forestry mulching, invasive removal, habitat prep — per project specifications.
Documentation & Monitoring
Legacy projects require outcome monitoring. We provide GPS maps, species records, and photo documentation to support annual reporting requirements.
